Zechariah opens with the foundational summons: restoration must begin with covenant return, not merely geographic return. The returned community is warned not to repeat the hardness of its ancestors. The fathers and prophets have passed, but the word of the Lord remains and has outlived rebellion. This movement establishes repentance as the doorway to every promise that follows.
